Andrea Rubin

Andrea Rubin is a research analyst at The Hilltop Institute. She participates in projects that focus on efforts to transition nursing facility residents into the community, evaluation of long-term care systems transformations, and policy and data analyses that help inform the coming effects of the expanding older adult population.

Prior to joining The Hilltop Institute, Dr. Rubin gained experience through several internships. She was a graduate intern for AARP of Maryland; a program evaluation intern for the Maryland Department of Labor, Licensing, and Regulation; and a social work intern for both Johns Hopkins Hospital and St. Agnes Hospital. Dr. Rubin was also a research assistant for UMBC's Department of Policy Science, and a research assistant at Charlestown Retirement Community, where she conducted interviews for the VIVA! Successful Aging Study. Dr. Rubin was an Erickson Foundation Fellow, and also received a fellowship from the UMBC Graduate School.

Dr. Rubin's research interests lie in community-based care for individuals with disabilities, long-term care costs and how they vary, and factors affecting nursing home admission. Her teaching experience includes her current position as a sociology instructor at the Community College of Baltimore County, as well as a previous appointment as an instructor at the University of Maryland School of Medicine.

Dr. Rubin is co-author of two articles: "Variation by Disability in State Predictors of Medicaid 1915(c) Waiver Use and Expenditures," published in The Gerontologist, and "Strengthening Community Based Care through Medicaid Waivers," published in Journal of Aging Social Policy. In addition, she has made oral and poster presentations at several national events, including the Gerontological Society of America Annual Scientific Meeting and the American Public Health Association Annual Meeting.

Dr. Rubin earned her Ph.D. in gerontology, with a specialization in health policy, from UMBC. She earned her master's degree in social work from the University of Maryland, Baltimore, and her bachelor's degree in human resource development from the University of Florida, College of Agriculture. Dr. Rubin also obtained a certificate in health policy from UMBC.
