David Idala is a senior research analyst at The Hilltop Institute. He is responsible for program evaluation and data analysis. His particular interests and experience encompass the assessment of health care utilization and performance measurement for chronic diseases.
Mr. Idala joined The Hilltop Institute as a graduate research assistant (GRA) in 2003. In this capacity, he participated in a study that examined strategies for assessing health plan performance for Medicaid beneficiaries with chronic diseases. Before coming to Hilltop, Mr. Idala was a GRA with the Maryland Department of Health and Mental Hygiene AIDS Administration, as well as with UMBC’s Economics Department.
Mr. Idala holds a master's degree in economic policy analysis and a bachelor's degree in economics from UMBC. He is currently pursuing a Ph.D. in public policy from UMBC.
