Duane Glossner is director of The Hilltop Institute's rate setting team, which establishes capitation rates for Maryland's Department of Health and Mental Hygiene Medicaid managed care programs. He is responsible for all financial, statistical, and actuarial analyses associated with Maryland managed care rate setting. This includes design of rate simulations, supplemental payment methodologies, enrollment forecasts, budget monitoring and projections, and rate impact and financial monitoring for all managed care organizations (MCOs) in Maryland. Mr. Glossner led the re-design of the HealthChoice payment methodology from using fee-for-service Medicaid claims to using actual MCO financial experience. He also designed the payment methodology for diagnosis-based case management services used for Maryland's Medicaid Rare and Expensive Case Management (REM) program. When the Maryland Pharmacy Assistance Program was expanded to become the Maryland Primary Adult Care Program, Mr. Glossner designed a new rate setting methodology implementing pharmacy-based risk adjustment methods to calculate chronic scores used in the development of medical-based rates. Former positions held at Hilltop include manager of health services research and senior research analyst.

Prior to joining The Hilltop Institute, Mr. Glossner was a financial consultant and financial analyst with Zurich Financial Services, where he performed loss planning in support of the SBU financial planning process. He was also senior actuarial analyst with Blue Cross and Blue Shield of the National Capital Area, where he managed the financial reporting and reserving section of the Actuary's Office.

Mr. Glossner has a B.S. degree from the United States Merchant Marine Academy and received his teaching certification in mathematics from Frostburg State University.
