John Spencer is a systems analyst at The Hilltop Institute, responsible for designing and developing databases for Hilltop as well as for the Maryland Department of Health and Mental Hygiene, the Maryland AIDS Administration, and other state agencies. His products are developed using Microsoft Access and Microsoft SQL Server. He also provides advice and guidance on the analysis and selection of commercial database products within Hilltop.
Previously, Mr. Spencer was site IS manager/database designer at Gestalt Systems, Inc., where he maintained and debugged existing 4th Dimension database applications while redesigning the various applications to work together in a unified environment. As database designer/site coordinator at Martin Marietta Astronautics Group, Mr. Spencer set up and managed Macintosh computer networks for several major proposal efforts. He designed Excel applications to manipulate financial and planning data and export the data to planning and financial tools, and also designed a personnel database. Mr. Spencer was chief editor and lead technical writer for the Charleston Shipyard's Industrial Area Network (CNSY IAN) User's Manual.
Mr. Spencer has been recognized by Microsoft as a "Most Valuable Professional" for six of the last seven years for his contributions to the online community and his strong technical skills and commitment to assist users of Microsoft Access. He was a recipient of the 2001 Governor's Annual Award for the database application used by the Maryland Healthy Kids Quality Improvement Team for rating providers of Early and Periodic Screening, Diagnostic, and Treatment (EPSDT) services.
Mr. Spencer received a bachelor's degree from the University of Nebraska at Omaha.
