Lynne Allen is The Hilltop Institute's business services specialist. She provides business management services for Hilltop, using PeopleSoft's payroll, human resources (HR), finance (procurement and accounts payable), and grant reporting and accounting modules. Her main responsibility as the primary payroll contact is processing HR/payroll paperwork for all positions within Hilltop. She is also the liaison for personnel, benefit, and leave issues. Ms. Allen prepares Hilltop's subcontracts for procurement purposes and account monitoring. She handles the annual maintenance, subscription, and license renewals and is responsible for monthly procurement purchasing and reconciliations. One of her ongoing functions is to ensure the organizational business processes are done efficiently and effectively and suggest ways to better these practices.
Ms. Allen joined The Hilltop Institute after several years of dedication to the Shriver Center at UMBC. She began there as an account clerk before working as an accounting associate. As such, she was responsible for processing the Shriver Center payroll within the FAS and PeopleSoft systems. She was also a peer mentor for PeopleSoft, reconciled accounts, approved purchases, and supervised accounting staff. Before joining UMBC, Ms. Allen was a fiscal account supervisor for Maryland Public Television for nearly 20 years. In this position, she was responsible for all payroll, prepared and maintained 1099s and IRS reports, prepared show-cost budget reports, and developed training manuals. She also assisted and advised KPMG in the implementation and coordination of the statewide computer system and supervised 162 end-uses on the system. Ms. Allen also gained experience as fiscal clerk for Goucher College.
Ms. Allen has studied principles of accounting at Catonsville Community College and data processing with RPG and COBOL programming at Western Vocational Technical Center.
