Martha Somerville is a senior policy analyst at The Hilltop Institute. She has authored or contributed to federal waiver proposals, reports, and administrative regulations in numerous subject areas, including a proposal to expand eligibility for the State Children's Health Insurance Program (SCHIP); federal approval for extension of the HealthChoice program; SCHIP employer-sponsored health insurance coverage; primary and specialty care access standards; and competitive procurement of Medicaid managed care services. Ms. Somerville has provided program support for Maryland's HealthChoice, Primary Adult Care (PAC), and Employed Individuals with Disabilities (EID) programs since their inception. She has directed the state's managed care organization (MCO) qualifications reviews; developed comprehensive regulation packages to facilitate implementation of new programs and initiatives; and has developed state strategies to address MCO subcontracting issues.
Before joining Hilltop's staff, Ms. Somerville worked as a consultant for nonprofit advocacy groups, authoring policy briefs and legislative testimony. Previously, as an Assistant Attorney General, Ms. Somerville served as legal counsel to several state licensing boards, advising them in the areas of qualifications review, regulation, and discipline of health care professionals. In an earlier role as an attorney in private practice, Ms. Somerville represented institutional health care providers in regulatory matters, corporate and medical staff governance, and accreditation.
Ms. Somerville was awarded a J.D. with honors by the University of Maryland, a B.A. cum laude from Duke University, and is an MPH candidate at the Johns Hopkins Bloomberg School of Public Health. Ms. Somerville is a member of the Maryland Bar and the Maryland Chapter of the Order of the Coif.
