Clinical and Quality Management

What We Do: Through application of quality principles and the use of evidence-based clinical practices, The Hilltop Institute conducts research that informs the development of policy and improves the delivery of health services to vulnerable populations. Hilltop evaluates the medical management policies and practices of managed care organizations (MCOs) and performs analyses of processes guiding decision-making in determining medical necessity, level of care, plan of care criteria, and disease management approaches.

In 2005, Hilltop conducted a time study of nursing services provided to residents of Maryland nursing facilities on behalf of the Maryland Department of Health and Mental Hygiene. The study measured the time nursing staff spend in caring for residents. The results will be used in setting Medicaid payment rates for nursing home services. More recently, Hilltop has been involved in analyzing health care disparities.

Hilltop assists DHMH on many projects aimed at improving systems for monitoring and evaluating quality oversight processes. This assistance ranges from the revision of forms to the re-design of operational procedures.

How We Can Help: Hilltop has the clinical and analytical expertise to assist MCOs, state health agencies, local health departments, and other health care organizations in planning, implementing, and evaluating clinically oriented quality initiatives.
